I'm trying to alter the ConfigureIIs ca to support IIS 7, but as far
as I can see, the only API we can count on is the .NET API. Clearly,
if we have IIS7, then we have .Net installed already. My problem is
that scasched.dll is a completely native extension. How should I go
about putting in changes to support 7?

That's not true, actually. IIS 7 isn't tied to .NET and in Server 2008,
such a configuration will be a standard available configuration option.
I don't have any advice right now on alternatives, but a managed-code
solution would leave a big hole (though, granted, not as big as the
current zero coverage).
